There is no statute of limitations in the state of Kentucky to prosecute rape.
HOWEVER - it's much, much, much harder to do at this late date, particularly if you never went to the authorities, the hospital, or a rape crisis center. Speak with an attorney about the strength of your case.
You can file the report - actual bringing of a criminal charge will be up to the DA's office, and as Missy noted, will be heavily dependent on what evidence (including confessional evidence) might be available to the prosecution with which to garner a conviction or plea.
