Marriage Fraud Pardon Application

In 1991 my father was approved for an Visa applicatio through marriage, after an investigation by the US Embassy in the Dominican Republic in 1993, it was determined that the marriage was fraudulent and needless to say the application approval was revoked......... back in 2004 I applied to bring him to the US , the application was approved but after every requirement was met and after I went to the visa interview in DR in 2009, he was given a paper stating that his visa had been denied because of the previously mentioned fraudulent marriage....now, what can I do, or what options do I have in this situation, I think that an appeal on the first denial would not make sense because of the time lapse, but is there a pardon he ca apply for or a fine that can be paid?... please advise, thanks in advance for your time.

There is no such thing as an immigration pardon. I have never heard of "let's make a deal" in an immigration law context.
You have no standing to do anything, actually, in a legal sense, and as a foreign national barred from the US there is no way he could appear in a US court. Kind of a catch-22. You might find some loophole talking to a good immigration attorney but chances are you will just be bled for as much money as possible with no results.

Are you stating, then, that he's been determined to be permanently ineligible to enter the U.S. based upon his history of immigration fraud? Then he needs a waiver.
