Towing Across County Lies

My car was towed because it was parked on the fire lane, behind my garage door on 03/9/06 @2:40 pm. My mom parked it there to download groceries and it was there for no more than 15 min. It was taken 32 miles from LA county to thier storage site in San Bernardion Co. The towing company was open until 04:45 pm and charged me an additiona $75.00 for after hours pick up. I arrived at their site at 5:02 pm. My total bill includes the following; $179 Tow, $65 Dollies, $35 Storage& $75 for after hours pick up, Total $354.l This company is open from 9 am to 4:45 pm. only 7.75hrs.
Are towing co allowed to take a vehicle across county lines? How far can they be from the towing site? Is 32 miles acceptable? and how about not being open for 8 buss hours as required?
Can I dispute any amount on this bill?

Was it towed at the request of a private landowner, or by the police or fire department on their own initiative?
