My question involves a speeding ticket from the State of: WASHINGTON STATE, king county
violation statue code 46.61.400.2 speeding and 46.30.0201.0 no proof of insurance
I'M WONDERING HOW CAN I BEAT THIS TICKET!
First thing is I recieved the ticket on 8/29/09 officers notes shows he signed and dated it on the 31st.
Heres the officers notes:
On 8/29/09 at 2345 hours I observed (my the licence plate number) exit the super mall parking lot onto 15th sw as the vehicle entered 15th sw it swung wide from the merge lane and crossed the solid white line that divides the entry lane from the regular traffic lanes. It accelerated quickly and passed a vechile or two and then changed back into the freeway on ramp lanes without signaling the lane change. the vehicle again accelerated rapidly to get onto the freeway and I did the same in an attempt to catch up to the vehicle.
I attempted to catch up and observe the vehicle as i traveled North on SR167.
i was able to pace the vehicle for severals blocks at speeds near 75 miles per hour in a posted 60 miles per zone. During the pace, my police vehicle did not appear to gain or lose ground to the suspect vehicle and speedometer was consistently near 75 mp marker. We were also traveling faster then other traffic on the freeway. Once the vehicle caught up to someother cars, it followed them very closely before it slowed down to normal speeds and then exited the freeway at 15th st sw.
I stopped the car in 300 block of 15th st ne and contacted the driver, john doe, who provided a washington state drivers license and expired insurance card. i advised him of the infractions, to include speed. john doe denied speeding but did admit that he was trying to catch up to friends and was following friends to a girls house. john doe was alone in the vehicle and voiced displeasure at recieving the infraction. i issued john doe ticket for speed and no proof of insurance. he was released at the scence.

I already asked for discovery and got information on the speedometer certification which was last checked aug 6th 2008 more then a yr ago! they used a SMD: kustom Pro laser 3 serial# pl15145. I dont like that it is an fill in the blank paper! where they put in the date the Lsmd etc. no certified stamp or anything. The only certification the officer had that was related to the case was a doppler radar operation on given out on 1/24/99 and somethin called the wsp access wacic.
