Step-Parent Adoption

I have recently relocated to Savannah, Georgia(Chatham County) with my fiancee'. We will be getting married tomorrow I want to let him adopt my 3 year old daughter. We moved from Florida to Ga. There is no custody order in place. There is a child support order in place that is not being paid. My daughter has had no contact with her biological father since she was 3 months old. How do I start the adoption and legal name change process? Is this the same thing as guardianship with the Probate Court? What is substituted service? What are covingtons? These terms are confusing to me and I am just trying to get this done before my daughter goes to Pre-K. One more thing....paternity has been established and my daughters biological fathers name appears on her birth certificate; Will it be removed once the adoption is complete and replaced with my husband -to-be's name?
