How do I get full custody of my 4 year old?

I have a 4 year old little girl. Whos dad chose his career over family the day she was born. he never takes me up on her days for visitation, but his parents have her almost every weekend. we also have a protection order in my favor due to a domestic dispute. How do I go obtaining full custody of my little girl, being that he doesnt pay child support (due to verbal agreements and so forth) and doesnt ever use his visitation? can I have full custody and have his parents see her as much as they want? what if he signs over his parentl right to the new husband, then would he still be allowed visitation? i'm in WA state and unaware of how to even start the process.

You would go to court and ask for his parenting time to be modified; although you may ask yourself if it's worth the bother and cost if he's not even exercising it. You will probably find the downloadable forms on this site to be useful.
