Washington State Speeding Ticket 46.61.400
My question involves a speeding ticket from the State of: Washington
I was driving down a county road marked and a state patrol car was on the opposite side of the road, I looked at my speedometer and was going around 60 in a 45 so I slowed down but it was too late he flipped around and followed me then pulled me over. He ticketed me for 55 in a 45 Statute 46.61.400, though he told me I was going 63. He did not tell me how he clocked my speed. This is my first speeding ticket, or traffic infraction of any kind for that matter and I really don't want it on my record because insurance already kills me. Is there any way I can beat this or at least get it stricken from my record?

First thing you should do is request discovery, to get the officer's sworn statement, which is the basis of the case against you along with the infraction.
Once you get it, check the Infraction Rules for Courts of Limited Jurisdiction to see if the case against you has any holes based on the rules.

There is more detailed information in this thread. Of particular interest to you may be a "deferral". After reading it, if you have any specific questions, feel free to post them.

Do I have to conest the ticket, and/or have a court date to request discovery?

You may have to, but you can change your plee or ask for defferal afterward as long as you don't subpoena witnesses
