    So to be clear, in order for it to be considered "harassment" in a legal sense, I need to tell them to stop? Until I ask them to stop - it is just an annoyance, not harassment? Like I said, nothing threatening has ever been said or texted.

    until you say to stop then you will get random calls and messages. whether you reply back or not the calls are still "invited" as you have not asked them to STOP.

    next time you get a text. text back

    "please stop messaging and calling me. i am not interested or available for a friendship or relationship. thank you. goodbye."

    If you really believe that he is doing this to annoy, vex, harass, or to cause you fear, then by all means, call the police. If, on the other hand, you think he might just be doing this on accident, or in some lame attempt to get back in touch with you, call or text him and tell him to stop.

    The police are not there to manage your personal life. If you have some fear for your peace and safety, call them. If not, then deal with it or ignore it.

    I tend to simply ignore numbers I don't recognize. Works for me.

    I do not think they are tryig to intentionally annoy me... I think it's more a lame attempt to get in touch with me. It does however annoy me. But from what I am getting from these posts, either it needs to be an excessive amount of contact (more than a few times over a year) or needs to be threatening. Which, lime I said before, it was 2 texts and 2 calla the other night. Prior to that, it was one text about 3 months ago. I'm guessing this doesn't qualify as harassment? I don't want to waste law enforcements time. It's just hard to find a clear cut law on how much contact constitutes harassment. (sorry for any typos, doing this from my phone). Does anyone know what constitutes harassment in Oregon?

    It seems clear that you want to call the police and report this as a crime. So, call them. Tell them what has gone on and let them make a decision.

    I suspect that you have an axe to grind against this person for some reason and would not mind that he gets in trouble for just trying to get in touch with you. That's your call.
