Forgot to Renew My Drivers License
My question involves a driver's license issued by the State of: Pennsylvania
I have a PA drivers license. It expired September 15, 2009. I got the reminder from the DMV along with the form to send in with the fee to the the renewal papers, but completely forgot about it. I just found it in some paperwork on my desk. If I send in the fee and the renewal paperwork now, 2 months after the license is expired, 1) will they question if I've been driving all this time without a license and if so not fine me or not allow me to renew, and/or 2) will they treat this as an application for a new license?

Shouldn't be an issue - even if you've been driving with the expired license, unless police caught you, you've gotten away with it. But you need to get renewed ASAP - every day that goes by is a day where you could buy a firsthand view of the back of a patrol car on the way to jail.
You should also check your vehicle insurance - it's possible that it could be suspended due to the driver's license issue as well.

I wouldn't even mail it in.
Have a friend or a cab drive you down to the DMV and get it taken care of soonest.
One more thing.... I am anal about this stuff... but I have all relevant expiration dates (license, passport, etc.) set up in Outlook... and it travels with me from computer to computer and from phone to phone. I set it up to tell me a month in advance so that I have time to take care of it.

In PA you can go to a Tag Store or what PennDOT calls an online messinger service. They can (for a fee) expidite the renewal process on the spot. All you need to do is get the picture taken at the DMV.
As long as you were not stopped for driving with expired license there is no ticket or fine to worry about.
