The issue of DVD copying software, for example, is pretty clear - linking to the tools is enough to get you into legal trouble.
If you expect to make money with your business, have your plan vetted by a lawyer. If you don't expect to make money, why play with fire?

It sounds like you are asking for trouble. In addition to the FBI, you could possibly get a visit from the TN Bureau of Investigation, the U.S. Secret Service (for electronic crimes), the U.S. Immigration and Customs Enforcement (who have jurisdiction over intellectual property crimes), or your local law enforcement agency. You may instead want to consider a new subject matter for your website.

But is it not protected under free speech? All i am doing is telling people how to do things. And there are so many other sites out there that actually give people bootleg stuff why would they come after me?

I don't understand what you hope to accomplish out of all this. Do you think you are somehow contributing to someting good? If there are so many sites out there why would the public need another one? People can goolge for themselves and get busted without your assistance. As far as free speech is concerned, nothing is free. Not even my time replying to this. You're just asking for certain attention that most would not want. It's almost like speeding past a cop cause the car in front of you did.

Giving people the tools to commit crimes is not free speech. If you want a site devoted to free speech, write about how the laws prohibiting you from helping people get those tools are unfair.
If you believe that you are safe from criminal investigation and prosecution because other criminals happen to be committing the same crime, that's a gamble you're free to take.

Would I be in the clear if i put a disclaimer stating you should already own anything you download or make copies of? And i could make the tutorials about how to back up data and things related to that.

Look, this is a bad idea. You've been told this. At this point, you need to decide for yourself if you want to chance criminal prosecution, instead of trying to get us to tell you that it's OK.
