How Long to Pay

Ok so my friend stole a motor and took it to the junkyard. The owner found out and called the police. The police came out and told the owner that he could work it out with my friend. So they decided to he would pay it off. It has been 3 years now. And there is still a 500.00 balance. The owner wants his money now...My friend wants to know what is stats of limitations to file charges? He is in Florida. Is it 2 years from the time he did the crime or more time? Or from the time he stop paying on it?
