Apartment Complex Towing Guests Vehicles
My question involves landlord-tenant law in the State of: Florida
I recently moved into a multi-building apartment complex and at the time when we signed the lease agreement parking was not stated nor a verbal topic. Classes at the University started a month after move-in which resulted in an increase of vehicle activity in the complex. The contractors who built the parking lot did a poor job calculating sufficient parking spaces. Residents are being forced to park on the curb after 9-10PM due to no available spots. Now, management issued a letter to all tenants that parking decals are required, visitor passes are required, and a parking curfew. Guests are not allowed after 10PM or will be towed. However, the office that issues guest passes is only open M-F 9:00-5:00PM and Saturday 9-12. All cars that are not in compliance will be towed by 8AM.
Is management legally able to tow resident's guests if he/she arrives after operating hours and is unable to acquire a guest pass?
Another question: my neighbor's girlfriend is not allowed on the property due to a "complaint" from another tenant. Do they have the ability to deny a tenant from having guests of their choice?

You've received notice of the policy. If the property is properly posted to warn visitors that unauthorized vehicles can be towed, then unauthorized vehicles can be towed.
Yes, they can ban your guests if they've been the subject of complaints for their interactions with other tenants.
