My Parents Collected Welfare, Food Stamps for Kids That Didn't Exist
My question involves criminal law for the state of: California
Here it goes...
When my older brother was born in the 80's, my parents did what every parent does after having a child. They filled out the necessary paperwork to receive a birth certificate for their child, which was then used to get a social security number. However, after these documents were obtained by my parents, my mother applied for a second birth certificate for the same child, which stated that the father of the child was unknown, which was the reason she was giving her newborn son her last name. This worked. After obtaining the second birth certificate for my older brother, she then was able to get a social security number for this child that existed only on paper.
My parents did the EXACT same thing when I was born and when it was all said and done, my parents had TWO children, but to California and the Federal Government, they had FOUR.
My parents were never legally married, but California does recognize Common-Law marriages. I bring this up because not being legally married was part of their fraudulent behavior in the years that would follow.
Both of my parents worked enough hours and made enough money that made them ineligible for social programs that provided benefits like food stamps, welfare, W.I.C., etc. This is why my mother worked under social security numbers that she made up on the spot when applying for jobs. This was followed by her filing her taxes as a single mother who had never been married using the two identities that she should have never had to begin with coupled with her correct social security number to appear, at least on paper, as if her gross income was next to nothing.
My father worked under his correct social security number and filed his taxes as a single father who had never been married. He used the other two identities as dependents to increase his returns.
For 18 years, the additional identities that my parents obtained by using my older brother allowed my parents to receive free health care, which included dental and vision, food stamps, W.I.C., and monthly welfare checks.
As somewhat of a protective measure, my grandmothers address was always used for any of the documents relating to the additional identities and the social programs that they were subscribed to. This was done just in case someone from any of the agencies in which they were lying to made a surprise visit for whatever reason. My grandmother would simply say that mother wasn't home, but not because she was at work because on paper, she was unemployed with two children.
Financially, I have estimated that they have received well over $100k for their criminal behavior and countless more state resources being used for medical expenses, food, etc.
I don't have any ties to these people and I have three questions for anyone with knowledge on rare topic. First, what do I have to provide in order for me to prove that this actually happened? Second, who do I send it to? Finally, is there any grounds that I may use to sue for subjecting me to live under two identities as a juvenile?

The statute of limitations for welfare fraud in the state of California is 5 years.
If this happened in the 80's and 90's, the SOL is long expired.
