Changing an Adult's Birth Certificate

In 1998, my daughter was adopted by my, now ex, husband, after her biological father gave up his parental rights.
We divorced within 2 years and he has never been a good, loving father to her. She is now 20 and going to have her own child. She no longer has a relationship with my ex and does not want him on her birth certificate, because he is not her birth father.
I know she has some options, but I don't know which is the most appropriate. She is concerned about changing her name again because she will be getting married soon after the baby is born, but she doesn't necessarily want his (my ex) last name as hers on her baby's birth certificate.
I am now married to a wonderful loving man who has a great relationship with my daughter and who wants to adopt her, but again, I think it's the name change issue she is concerned about. She wants to keep her current name for sake of ease (license, SS Card, etc.), but does not want it on her baby's BC.
What is the best way to deal with it? Are there any options for getting him off the BC without an adoption? Can she petition to have her BC put back to it's original state, with her Bio father on it, her with his last name and me with my maiden name (I don't want his name as mine either)?

She can't remove her legal father's name from the birth certificate without an adoption.
