Can an Adult Sue or Denounce for Neglect As a Child
My question involves child abuse or neglect in the State of: Florida
1.- To refuse a child as own can be considered as abuse or a kind of felony?
2.- If that kid is left to an unfit parent that put his life in peril, is there responsibility for the abandoning parent?
3.- If the abandoned child is abused day after day at the single parent home, until he is strong enough to stand up and defend himself, is there any responsibility for the abandoning parent even if he didn’t knew of the abuse?
4.- If there are long lasting consequences for the proper and rightful development of that former abused kid, is there any responsibility for the abandoning parent?
5.- Which kind of felony could it be, when that felony prescribes,? and since when the counting for that starts?
6.- If the abandoning parent move to another state can he denounced in his residence state?

Were the parents married? Marriage legally causes parents of children born within the marriage to be legally considered the parents. If the parents weren't, then there are legal ways to establish paternity, and until paternity IS established, there IS no legal parent child relationship. Then, when there IS a parental role legally established, an abandoning parent still isn't going to be held accountable under the law for the actions of ANOTHER PERSON. There is a HUGE difference between MORALLY liable and LEGALLY liable.

The unfit parent is responsible for the actions THEY commit. You can't hold person A accountable for person B's actions.

Nope. See #2 above. The accountable person is the person DOING the abusing. Period. Even if.

Morally? Certainly. Legally, see #2 above.

Denounced, meaning?
Bottom line is that the legal blame here goes on the offending parent.

About answer to question 1: Yes they were unmarried.
About answer to question 2: Does it change anything if the abuse lasted from 6 to 15 years of age and the abuser was the elder brother only 3 years older, what means he was under age during all that time, born to the same parents and also neglected in al senses but properly registered with both parents names.

No, it doesn't. The ONLY person who can be held legally accountable is the ACTUAL person who committed the abuse.

My sense of justice is outraged, it seems there is no liability at all to a man that made two kids to a mentally unfit woman, ran away and never fulfilled a single one of his parental duties, setting up a chain of events that destroyed several lives!!

Your sense of justice is completely understandible, and your outrage as well. The person who could and should have held him accountable on your behalf at the time, your mother, for whatever reason, didn't.
