    My question involves a traffic citation from the state of: California

    Is there a standard cost for a first offense for using a cell phone? I was charged $132- for the citation in Redwood City, CA. The officer at the time said it wasn't a big deal, but I was surprised to see the first offense be $132-.
    I've seen some documentation saying $20- for the first offense.

    If that is not what is suppose to be the fine, since I already paid $132-, what recourse is there if any.

    The base fine for first offense is $20, as is described in CVC 23123. But as you can see, local assessments add up quickly - there's no county in which you'll only pay that $20 and be done with it.
