Non Resident or Dual Resident Citizen
I am a non resident citizen. I have been working overseas for 10 years. I get residence in the country where I am working. In order to keep my residence in the foreign country, I have to be six months or more in my country of residence. I visit the States every summer and my husband comes and visits me. What is the law? I know that he has to be in the US for more than 6 months in a year, but do I have to be in the States for 6 months out of the year, too? Will the fact that I was a resident of another country effect his chances of completing the citizenship process?

That makes it sound like you don't live with your husband. I'm going to assume that you do, but you both live together overseas and that he visits the U.S. with you (or visits you during your stay in the U.S.) When you move back to the United States and establish a U.S. domicile, you can seek a spouse visa for him and go from there.
