Harrassment and Filing False Police Report
My sons finance has a sister who has a history of filing charges and false police reports against other family members for various reasons (Virginia). She has recently started doing so on the fiance causing her arrest first on harrassment charges that was dropped at the court hearing and now on criminal charges of larceny/theft/whatever.
Suggest this second arrest is due to a counter charge against the sister for harrassment using the legal system as her tool and that current charges would be dropped if she drops the harrassment charges but don't know that for sure. Current charges are for an incident date where the fiance was 60 miles from the alleged crime scene.
How can this sister be stopped from filing these false reports not only against the fiance but the entire family? Can charges be filed - there is a clear history of this behaviour with the state/county where charges are ultimately dropped.

When somebody reports a crime, generally speaking, the police investigate and prepare a report that is reviewed by a prosecutor, and the prosecutor decides whether or not to authorize charges. There's nothing you can do to stop a prosecutor from authorizing charges in a case where it appears to a prosecutor both that a crime was committed and that the defendant committed the crime.
If it turns out that the charge was based upon a false police report, the prosecutor may decide to pursue charges against the person who made the report - that's enough of a disincentive for most people who might otherwise make false reports.
