Possession of Drug Paraphernalia

My question involves criminal law for the state of: Tennessee, Davidson county

My 19 year old son was cited for possession of drug paraphernalia (a pipe) under TCA code 39.17.425. This is a first offense. He was cooperative with the officers, and was not taken to jail at the time. I am wondering what sort of penalties he can expect. Is there a way to avoid him having a criminal record? He is hoping to start college in the fall and I know this would hurt his chances for admission. Any help or advice would be greatly appreciated.

I live in Texas, and am 16 and i got a 300 dollar fine. Just an idea of what u could expect. I dont know if it stayed on my record, My guess is yes.
