The N400 application clearly states that I should list any arrests even if they were expunged or if anyone, including a judge, said that I don't have a record.
I have a juvenile record from about 25 years ago for shoplifting ($10). The sentence was postponed. My record was expunged (so I was told) and I was told by the judge that I can legally and truthfully claim that I have never been arrested. The record is from my country of origin.
Is this something I should pay the money to a lawyer to discuss? I'm inclined not to list it, but I don't want to be perceived as having lied.
