There should be somebody at your institution who can advise you about immigration, OPT and student visas.
Generally speaking, for students who need to complete a master’s degree paper or a Ph.D. thesis, the date of completion is the student’s choice of either (a) the day the student has completed all requirements for the degree, including submission of the final paper or thesis; or (b) the last day of the month that the student submits the final paper or thesis. Students may not postpone the completion date by “holding” a completed thesis. Once defense and thesis revisions are completed, the thesis must be submited within a reasonable time after defense.
But for post-completion OPT you should apply four months before your expected date of completion. The idea here is not to redefine your program completion date after-the-fact.
