Emancipation In Florida

My question involves emancipation laws for the State of: Florida.

I have been reading a few other cases about the state of Florida.
You must have your parent sign the petition to start the process.
But i read this and i'm confused by it. Unless its later in the process.

I'm doing the research for my friend.
Does this quote mean that my mother can fill out the petition for him.
but the process after that must be talk about with his parents.
I see that starting the process in Florida is a very hard state if your parents are not on board with it.

He's 16 almost 17.
He already has a job and a way of supporting himself.
A way to school and making enough to pay rent and other bills he has to face if he gets emancipated.

No. Your mother may not fill out the petition for him.

In court parlance, the "next friend" is someone who acts on someone's behalf when they are unable to act on their own and have no legal guardian.

A guardian ad litem is a guardian appointed by the court.

Your friend's parents need to give consent. Elsewise, emancipation will not happen. (And likely won't anyway.)
