I don't see any statute requiring credit; I'm not enormously surprised, given that somebody on furlough is by definition not serving time.
The sentence is still running and they are still under the control of the state department of corrections. Nothing would stop the running of the sentence except escape.
Someone could have work release and be out 12 hours a day. That certainly has no impact on the running of the sentence. They could get permission to go to a funeral, that would not stop the running of the sentence.
I do not know but perhaps they might not earn good time during the period, but I find even that highly unlikely.
In the federal system if you are going from Medium to minimum security they buy you a bus ticket on Greyhound and give you a certain amount of time to get to the other end. They do this with foreign prisoners (drug mules and the like) who often don't ever show up at the halfway house or whatever. A simple way to get them out of the country. Anyway, unless you escape, the sentence keeps running.
Yes if a person is on a furlough they are still given credit for time served.
