If you are talking about criminal charges, you'll need to file a police report. The DA will then pursue any criminal case.
If you are talking about a civil case for damages, you'll want to find an attorney who specializes in personal injury AND who has experience in this type of case. Regardless of 18 USC 3283, the case would still be pursued under California law (assuming the offense occurred in CA). Such a case would need to be brought within the time frame allowed by California law; meaning 8 years from the date of reaching their age of majority (ie 26 years old), OR 3 years from the date of discovering that they have a psychological injury arising out of childhood sexual abuse. There are also extension statutes allowing actions against perpetrators or institutions who owed a duty of responsibility to the victim.
If you are over 26 years old, note that California will require certification from a licensed mental health practitioner, someone not connected to you or the case in any way, who basically says that on the basis of his or her knowledge of the facts and issues, that in his or her professional opinion there is a reasonable basis to believe that the plaintiff had been subject to childhood sexual abuse - BEFORE the court will allow such a case to be filed.
