Entering the U.S. to Go to School

i have a sister 17 years old in tunisia, she live with my older mom who keeps visiting me for treatement and go back to tunisia to stay with my sister.
can my sister apply for a tourist visa, and come with my mom ? and if she comes can she stay if i want her to finish her 12 grade here ? is this possible ? can she apply for student visa when she is here at the usa ?
i am so confused, i want you to show me the right path .

If your sister enters as a tourist, she can only stay as a tourist and will have to return home before the end of her tourist visa. Waiting to apply for a student visa makes little sense, given that she may be back home before the review process starts.
