I Have a Question About Signing Over Paternity Rights

My question involves child support in the State of: Louisiana

I want to know how can u sign over your paterniy right i have a friend she met a guy she talked to him for 2 months and she said the baby was his but she didn't let the guy now nothing about the child when it was born or the name,or sex he tried to be there for her but she did not want him so he want to sign his rights over since hes hasn't seen or heard from her in 4 yrs can he do that?

Has paternity been legally established? If not, then he has no rights to terminate.

Once paternity is established however, he will not be able to just terminate them.
