Can We File for Child Abandonment
My question involves child support in the State of: Oregon

My sister's boyfriend is in the state of Oregon. My sister is currently in Taiwan. My sister has had depression for the late several months and after she came back from visiting him on Christmas she found herself pregnant. Now my sister's boyfriend is refusing to have any contact with her that made her desperate and pushed her to attempt suicide.

She is still in a coma in the hospital right now, but the doctor says the baby is miraculously still intact but not sure how much damage was done. For her physical state it is hard to operate or have an abortion so we have to observe and if possible keep the baby after a few months.

Now the question is that one of my sister's friend has tried to contact him few days ago but he is not responding and refuse to deal with this problem. Me and my family would like to know if it is possible to charge him child abandonment after the baby is born in the state of Oregon. Or is there any action that we can do to hold this person responsible for his part on this child?

Any help is very much appreciated!
