Unestablished Paternity with Father Living Overseas
My question involves paternity law for the State of: Virginia. I am the only one listed on my son's birth certificate. Now, his father would like to establish paternity. He lives is from Iceland and currently resides there. How would we go about establishing paternity and then adding his name on to my son's birth certificate?

The easiest way is for you and the father to complete and return an Acknowledge of Paternity form, available from the Office of Vital Records in Richmond, local health department clinics, local departments of social services and local child support offices.

A brief summary of your options and the process of establishing paternity can be read here.

If he is currently residing in the other country still (Iceland), would his signing it while overseas be enough or would he have to travel here to Virginia and sign? There are what are kind of like notary publics over there, but is it binding if it is signed abroad under an international notary public? Also, would I send it to him and let him sign it, and then he sends it back to me and I sign? Or would it be the other way around? Thanks so much for your help.
