What does it mean when a hospital is a Chapter 96 entity?

    What does it mean when a hospital is a Chapter 96 entity?
    I was doing some research on our hospital here in Missouri.The hospital is a Chapter96 entity,What dose this mean?Also our hospital has a puplic entity risk managment fund.Explain to me what this means?This hospital has killed so many people because of their bad judgment it isn't even funny.I know three people who went in this hospital with chest pains,they all came out with meds for pnumonia when infact it was diagnosed at a different hospital that one had lung cancer,one had breast cncer and I had lymphoma all were cancers we had told them we had before two of these people deid I almost died but lost my hearing from agressive chemo to save my life.It wouldn't be right to let these doctors git away with this.This hospital is owned by the city.
    Can these doctors just git away with this? It wouldn't bother me if they would shut that hospital down,I drive a half hour away just to go to a hospital i can trust thanks,

    Ordinarily that would mean that it is not a separate entity from the municipality that operates it.

    It refers to the manner in which they are insured.
