again you are not entirely accurate. the judicial system has no legal right to prevent him from moving unless he should sign anything to that effect. los angeles is an open county currently, allowed to accept 5% individuals on probation from other counties. as long as he remains within that 5% and meets their standards they cannot impede his right to move. the only way the judge and probation office cannot help with his move is if l.a. county suddenly were to become closed as they've met the 5%.

Ventura County gets the packet first, they sent out a smaller packet to the county that he is requesting to get moved to, then the receiving county (l.a.)will contact you and come out, do the initial check up and so on.. They will then decide and send it back to Ventura County. If its approved then Ventura County will send his entire file over there to Los Angeles County. This may all be completed after sentencing and before release, or while he is on a 30day pass to live in Los Angeles until their decision is made. He is in no way obligated to stay in the city of his arrest unless he signs an agreement to that effect.
