    Problem with University Health Refusing to Bill Secondary Insurance
    My question involves insurance law for the state of: Idaho

    I was seen recently at the university of idaho student health office. I was forced to carry the Student Health Insurance Plan by the university. I was forced to pay for the entire year without the option of termination. I then had the opportunity to get health insurance through my wife's work but only could sign up for it during a certain time period wich happened to be in the middle of the school year. This forced me to have 2 health insurance providers. Later in the spring semester i got sick so went to the student health clinic. They told me that both insurance companies would cover all costs. Months later bills start rolling in from the clinic and a regional laboratory. The clinic now refuses to send a bill to my secondary insurance company on the grounds that it would be fraud for them to do so. I now have alot of medical bills and no money to pay. Is it fraud for them to bill the secondary insurance?, if not then what can i do?

    Try submitting the bill yourself to the secondary insurance. It maybe that there hasn't been a primary and secondary ins co set, meaning whos the primary and whos the secondary, who knows. If your double insured, someone should pay.

    The student health insurance considers themselves the primary so that isnt a problem, but when i spoke to blue cross they said i had to have a bill sent from the provider, which refuses.

    Someone is misunderstanding something somewhere, and whether it's you or Blue Cross I don't know. Certainly the clinic is misunderstanding; there is nothing whatsoever fraudulent about having two insurance plans.

    But there is nothing in the law that says that bills can only be sent to the insurance from the provider.

    If you have an actual itemized invoice from the provider, and not just a statement, send it in. Once the mail room opens it, how is the claims adjuster going to know who mailed it in?

    That is part of the problem, they will not give me an itemized bill they will just give me a normal statement

    In order to be paid, they had to send an itemized bill to the original ins company. Call them and see if they can send you the itemized statement that they got. In order to get paid, they have to submit an itemized statement. Its common practice and I'm confused as to why they don't have it.
