My Bank Account Was Restrain, And I'm on SSI/ Disability. What Are My Rights?

Hi, My Bank Account was restrain, And I'm on SSI/ Disability. I was told by the debt collector that they was going to release my account and not take from my money. I'm still waiting. But now Capital one is charging a $100 fee for processing supposely. They told me that in my disclaimer it states that they charge $100 for restraining. Who know what else I wil be charge for. I never worried about my account being restrain or bank account collected from debt collectors because I was told that I'm protected from debt collectors since I'm on SSI but now I'm not feeling that so called processing fee by capital one. Your help will be appreciated. Thanks

Are you stating that they are refusing to return a $100 fee, or are you stating that nothing has happened yet but you think it's possible that they'll refuse to return $100?
