Changing daughter's last name
My question involves name change laws in the State of: PENNSYLVANIA
I HAVE A 3 YEAR OLD DAUGHTER WHO HAS HER BIO FATHERS LAST NAME AND HE SIGNED THE BIRTH CERTIFICATE. I AM GETTING MARRIED IN A YEAR AND HALF AND WANT TO CHANGE MY DAUGHTERS LAST NAME WHEN I DO. NOW HER BIO FATHER DOES NOT PAY CHILD SUPPORT OR EVEN SEE HER. MY FUTURE HUSBAND WANTS TO ADOPT HER AS HIS OWN. IF MY DAUGHTER'S BIO FATHER HAS NOTHING TO DO WITH HER WILL I HAVE TO GO TO COURT FOR HIM TO SIGN OFF HIS LEGAL RIGHTS? AND WHAT IF HE DOESNT?

Yes you will and if he refuses to give up his parental rights your sunk. By the way until your married for about a year theres no point in starting

Even if he still has no contact in a year? Couldnt i just go to the courts and prove changing that last name for a good cause?

You first need to look up the abandonment laws in your state. Has he called, wrote letters, sent emails, texts anything? Also you ignored my other point you need to be married for about one year for a step parent adoption to take place in most states
