Inattention To Driving (Originally Speeding Ticket)
My question involves a speeding ticket from the State of: Washington

Received a speeding ticket in Seattle & went to Seattle Municipal Court/S.M.C. "pro se" (representing self without counsel/attorney) and during recess negotiated with the Prosecuting Attorney to S.M.C. 11.58.008 INATTENTION TO DRIVING (LESSER THAN NEGLIGENT) & pay the court $134. This is the same as a parking ticket but it will not go on my driving record & the insurance companies will not find it when they do a search. The prosecuting attorney asked me twice whether or not I had a CDL (Commercial Driver's License), why does it matter?

    SMC 11.58.008

    Inattention.

    A. No person shall operate a vehicle in an inattentive manner over and along the streets, alleys or ways open to the public of this City. For the purpose of this section, "inattentive manner" means such a manner so as to fail to maintain a careful lookout for persons or property in the direction of travel.

    B. The offense of operating a vehicle in an inattentive manner shall be considered to be a lesser offense than, but included in, the offense of operating a vehicle in a negligent manner, and any person charged with operating a vehicle in a negligent manner may be convicted of the lesser offense of operating a vehicle in an inattentive manner.

    (Ord. 109476 Section 3(part), 1980: Ord. 108200 Section 2(11.58.008), 1979.)

I went to Kirkland Municipal Court yesterday (mother-in-law got a ticket for a collision she was in) & one of the attorneys that had a case load of about 12 converted 80% to Kirkland Municipal Code 12.28.020 Inattention & had to pay a fine of $124.

Doing more research I found in Bremerton 10.04.034 INATTENTION TO DRIVING.

What is the difference between Inattention & R.C.W. 46.61.525
    Negligent Driving — Second degree
? Does Negligent Driving - 2nd Degree show up on your license, thus effecting one's insurance?

Yes, Neg 2 will be reported to your insurance company and the state will document this against your license. You can read about how they assess points by looking up the laws and administrative codes listed here.

CDLs are handled differently for some offenses than regular driver's licenses. But the prosecutor should know whether you have a CDL or not since he'll have your driving abstract in his possession.
