Okay, perhaps you can help me if I provide further info...I may be going about this all wrong...
The issue is there is are two cats involved. In the complex there are several cats that roam, however one tenant is I believe focusing on another tenants cats out of personal reasons.
I do not own the cats in question myself, however the tenant that owns them has had them almost 8 years, she paid the required deposit for them when she moved in, almost 5 years ago.
Until 8 mths ago, there have been no problems. The other tenant has resided in the complex approx 2 years. I have seen other cats on this particular tenants car, around the car,on her stairs, etc....and at one point thought she was confusing the cats in error, so I showed her a pic taken by my daughter, innocently at the time of her sister, however in the background you see another tenants cat on her car. Her response was that I put the cat on her car, and she was going to get the other tenant kicked out anyway.
So, I don't know what this type of situation calls for? The tenant with the 2 cats in question has just received a 60 day to vacate over this. Although we are not best of friends, we say hello now and again, idle chit-chat, but I don't think she deserves this at all.
Any help, info, referrals would be appreciated.

A tenant can complain about another tenant about anything, founded or unfounded. What happens after that is up to your landlord, so how about talking to your landlord?
