What exactly does the law state as far as what consitutes a crime. Is it strickly intercourse with a minor or does it include oral sex, kissing, etc?
I don't know of any state which criminalizes mouth-to-mouth kissing (although I don't rule out the possibility). But any sort of genital contact can run afoul of "statutory rape" laws.
Oral sex and the rubbing, caressing or other manipulation can be a crime if at least one of the parties is under the age of 18.
The best practice is: DON'T DO IT!
