a person can have control over the use of their image but it is not all encompassing.

Taking a pic of a copyrighted pic does not remove the first persons copyright. There are situations where a pic of a copyrighted image can be published but if the pic is simply a copy of the original and used in place of the original, then it would be copyright infringememt.

Publishing a pic of a person taken in public view is legal. There are some situations where the publishing can be limited based upon how the pic is used. These rights can vary based upon the notoriaty of the subject of the pic as well.
