They have proof of her stealing or else they would not have set her down to talk. She could have got up and walked out at anytime. for her to stay and sign the papers, says she did this act and desirves to learn that in life when we make bad choices we have to pay something for them. Good luck

1) Nope. But most retailers will send her a civil demand covering an amount well in access of the amount stolen. For the amount you are talking, it will probably be between $300 and $1,000.... unless there is a state law capping the amount a civil demand can be attached.
Then they will sue her for civil restitution and can and should get the above fine (3 to 5 times the value of the items stolen) plus legal fees and court costs.
Needless to say, if a letter comes from them demanding payment, pay it.

3) Yes. She is a legal adult and could have left at any time. Even if they barred her exit (and I am not saying they did), that would be a separate case against the store management and wouldhave nothing to do with this case.
