Emancipation in Florida with Parent in California
My question involves emancipation laws for the State of: Florida

I have recently turned seventeen and have been living with my father since I was thirteen, here, in Florida. I have attended college and am in the process of finishing high school. I essentially support myslef; I have a job and am seeking another, my father does not drive me anywhere (and yet requires my activity in demanding things), he has not bought me clothes in a year, I do not eat food at his house...I basically pay for myself. My mother sends what money she can. There are many complicated reasons for why I am seeking emancipation (essentially salutary neglect), but I do not see a three page essay explaining them relevant.

My question is this: If my mother (not a US citizen (Canadian), a resident alien living in California) is willing to file my emancipation, since in FL that is required, if my father was dead set against this, would both parents be needed to go through with it. I have tried to research this the best I can, but I'm no lawyer.

Both of your parents must agree and file the petition. Basically, if your dad says no, then you'll have to wait until you are 18.
