Father's Rights in Pennsylvania

My question involves a child custody case from the State of: Pennsylvania.

My two children reside in PA with their mother. I live in CA. The mother is always attempting to alienate the children from me - not allowing consistent phone contact, and was held in contempt this summer for not putting kids on plane for their scheduled summer visit this summer. It's one thing after another.
