Divorce Again in US, in Order to Married to a USC
Does a person that got divorced in another country has to get a divorce in the US in order to get married to an USC? Someone told that person that even though she was divorced in Guatemala, she needs divorce again from her ex-husband here in the United States, so she can get married to a United States citizen

They're probably concerned that the USCIS won't recognize the divorce. It's a lot easier to document a U.S. divorce than an overseas divorce when the issue arises. (Here's the State Department's guide to overseas divorce.)
