Nope. Not unless your situation is SO bad that CPS has removed you from your parent's care - in which case a court appointed guardian would have to file the petition. Those are the ONLY options.

MY name is 1Lt. Vaughn from the United States Civil Air Patrol.
You have to buy my own gear in this program. Our family dose not have
alot of money and i am 14 yo.I want to become emancipated
not because i hate my family but so I can get a job,and pay for my gear.
Is there a chance that i may be emancipated?

You tacked this on to somebody else's thread, without identifying your state. Laws are different in each state.

That said, you have not stated any valid grounds for emancipation, are below the minimum age for emancipation in most states that allow it, and (with your parents' consent) can get a job even if you are not emancipated.

Not only that, but, at 14, I made spending money by doing yardwork for other families in the neighborhood.

Go door to door in your area and find out who needs a yard mowed or leaves raked or such.

Shoveling snow in the winter time for private and non private car dealerships can bring in a lot of money as well.

Even if you were old enough to become emancipated, you're going about it the wrong way. A judge will not emancipate you so that you can get a job. A judge will not emancipate you unless you already have a job (and, moreover, a job that pays enough for you to completely support yourself).
