    Penalties for Driving when You've Never Had a License
    What are the penalties in New York for driving without a license if you have NEVER had a license anywhere and are over 21, but you have had or still have a learner's permit? Thanks in advance.

    It's not your "license" that is suspended. It is your right to operate that is suspended or revoked. Plenty of people who never had a license are out there driving. The penalties are normally the same for the original moving violation but they normally receive an additional citation for something similar to "operator unlicensed" in addition.
