ive tried to get along with her better. i sit down and talk to her...but when im ignored i just give up on trying

This is not a valid reason for emancipation.
A valid reason for emancipation would be that you are already living on your own and cannot sign for your own medical services. That your parents are dead or unable to be found and you need to sign up for school or to sign a lease.
Fighting with your mother and she not putting your artwork on the refrigerator doesn't come close.
AND, if you have been cutting in the past, that is all a judge needs to hear. No judge is going to give a child with self destructive tendencies LESS supervision.
I recommend family counseling.
