Can I Be Emancipated In Washington?

No, you can't just take your garbage to a dumpster for free, that's considered illegal dumping.
You didn't say how much you'll pay to wash your clothes.
You'll need school supplies.
You didn't mention medical insurance.
What will you do in the winter, will have the money to heat your place?
You didn't figure in bathroom needs, shampooo, deoderant, soap, toilet paper.

You really just don't get all that you have to pay for, there are a lot more things that you will NEED and it will add up fast. A judge will most likely want to see you're making and bringing home well above the poverty level of income for your state. Showing him that you can work, maintain the job and not be burden on the astates taxpayers.

Fiber Optics Internet: 40$

Utilities: 50$ (Electricity here is 1/3 what it is in the next county, second lowest in the country,Where is gas? garbage I can easily take to a dumpster somewhere free)FH already told you about trash)
Food: 200$ Really tell me how your going to do that?)(That's not eating THAT cheaply, our family of four lives on less 400$ a month)
Cell Phone not necessary to start, I have no interest in TV.You say that now and judge is likley to think otherwise as well.
I cannot drive, and will use the bus/walk, so
Monthly bus pass: 12$A $12.00 a month bus pass!? that news to me
I come up to 722$, leaving me with excess of 300-400$ a month, to cover any discrepancies in my budget and to save.

Garbage you can add in a little more, our family has not had a TV for as long as I can remember, and have gotten by without it. I can watch whatever I want online with fiber optics. I am not here to debate the details of a budget, but I am confident I can live off of what I make. I also have a job offer to make 10.25$ an hour, but I have to move for that. I just want to know what I have to do to convince the judge that I can fully provide for and take care of myself. Will personal references, school references, etc., help? If I move out and live on my own for a month or two before hand will that improve my chances?

What if I just move out for a few months first? How hard is it to do that without being emancipated? How many papers will I come across that need to be signed by my parents? Can someone legally rent to me, or do I have to funnel it through an adult/parents?

If your parents allow you to move out, you can do so.

No landlord has to rent to you and most likely won't being under 18 and having a short work history. No landlord has to rent to you even if you were emancipated.

Going to school?
Going to a doctor?
Going to a dentist?
Getting a driver's license?
Getting a job?

Then you need your parents' signature(s).
