Bio Father Fled to Mexico

My son's bio father fled to Mexico when I told him that I wanted to pursue child support. He and I were never married and he was not there when my son was born and did not see him until he was about 7 months old. This was almost 4 years ago. I have now been married for almost 3 years and my husband is the only father that my son has ever known. He wants to adopt my son. How do I go about it if he is in Mexico??
