Drug Paraphernalia Charges in Pennsylvania

My question involves criminal law for the state of: Pennsylvania

Last night I was riding in a car with a friend and there was MJ in the car. We got pulled over because he had a headlight out. We had just left a bar maybe 30-45 minutes before hand and each had only 2 beers over an hour or so at the bar. He passed the DUI check but they then asked if there was anything else in the car and he was scared so admitted to what he had.

Before they searched the car I admitted to having a small bag with less than half a gram in it. The cops were very appreciative of our honesty but at the end of it all still said they were going to charge each of us. My friend got a warning for his headlight and charges for possession of a small amount and paraphernalia for his glass bowl. They said they were charging me with paraphernalia because it was such a small amount. They said to hire attorneys and to expect the papers in 3-4 weeks.

Now my question is neither of us ever signed anything on the spot or were given tickets of any sort. This is a first offense for both of us and I've had traffic citations before but never anything like this at all. Were we supposed to sign ANYTHING before this was all over and done with last night?

If you were not issued a summons/promise to appear, at THAT time, there was nothing to sign!!!
