Whether a shoplifting-type offense is reported in the newspaper depends upon the newspaper's practices, and how many column inches they have for their "crime beat" section. On slow news days, I've seen exceptionally minor charges listed in my town's crime beat section.
I seen where newspapers report every arrest for shoplifting, including the name, age, address of the offender, and at times the booking photo.
Yeah, to second security consultant, just google terms such as "local news" or "police blotter" or the like, you will see they (local papers) publish local arrests with name and address, some with photos too.
