i was caught shoplifting at a jcpenney in kentucky but the mechandise was only a total of $10. I'm under 18 and got a paper saying i owe jcpenney $260. Do i have to pay this even though im doing 20 hours community service??

You're talking about a civil demand? If so, as the letter probably indicates, if you don't pay they have the option of suing you (and your parents) and seeking to recover their legal fees.
If it reaches that point expect to pay a grand or more instead of 200. If they sue you (your parents) they will win the law is on thier side. Pay the money
