    My question involves name change laws in the State of: Missouri

    I have a signed relinquishment of rights by her bio father and she has always used my husband's last name since he has raised her since she was 10wks old. She wants to change her name to his last name before starting college in the fall but her birthday to turn 18 will put the change too close for her to wait. Can she petition to change her last name on her own at 17 and us not have to do a step parent adoption?

    No, she cannot. You can petition for a change, with notification to the legal father of course. Unless the relinquishment of rights was signed by a Judge and made a part of a court order, the paper would not be valid, so notification and agreement must be done first.
